Yikes! I wonder if a severe contact allergy from the mascara led to the inflammation and subsequent loss of eyelashes in the area. The only way I know to expedite hair growth in that area would be to use a product like Latisse, to slowly re-grow lashes. July is going to be tough, because lashes take several months to grow, but this will be a great starting point for you.
Also, try nurturing hair growth with an oral biotin. This metabolite will also help to speed growth in that area.
